The planning implication is simple: use the planning tool for a buyable estimate, then pressure-test it against survey and first-party campaign data. TikTok's own [Audience Insights documentation](https://ads-useast2a.tiktok.com/resources/help/article/audience-insights?lang=en) says its active-30-day audience characteristics are estimates built from app behavior, user-supplied information, and device data. It also says those estimates do not guarantee results.

A media plan should therefore carry two audience numbers, not one. The first is the platform's addressable estimate for the exact geography, age range, and targeting settings you intend to buy. The second is an external check on whether that audience is plausible. Pew is useful for the U.S. age profile; local surveys or your own customer research may be better elsewhere. After launch, replace both planning proxies with campaign evidence: unique reach, frequency, qualified response, and overlap with people reached through other channels. The tempting conclusion is that TikTok became saturated. The data support a narrower claim: these connected accounts produced much more, while average per-post performance fell in the matched periods. Account mix, content quality, algorithm changes, audience demand, and competition could all contribute. Treat the result as a capacity warning. Publishing more requires a reason to believe the next post adds something, not merely a calendar slot.

The ten-day accumulation window gives operators a useful review cadence. Record the hook, topic, format, length, posting time, non-follower reach, qualified profile visits, and business response for each post. Wait until the observation window is mature before declaring a winner, then compare groups of posts rather than celebrating one outlier. Hashtags and questions deserve controlled tests because their observed associations could reflect the subjects and accounts that chose them. The format difference is more actionable, but it still needs a cost check. Video generated much more reach and interaction than image or carousel posts in this sample; it may also require more production time. Track qualified outcomes per production hour alongside outcomes per post. If publishing frequency rises while the median result and the hit rate fall, reduce volume until the team can explain what the next post is testing. The goal is not maximum output. A cheap impression, click, or lead is useful only if it maps to the constraint you need to fix. TikTok's traffic campaigns also carried a larger average budget than Meta's. Raw clicks were 7.73 times Meta's, our calculation, so the ratio is not a clean efficiency measure. Run the comparison inside one objective, with the same conversion definition and a downstream quality check.

Build the experiment from the conversion backward. For a lead campaign, define a qualified lead before launch and connect it to the same follow-up process on both platforms. Compare cost per qualified lead, not only the platform's form submission. For commerce, use the same attribution window, product set, margin treatment, and new-customer rule. The product-sales CPA in this report looks extraordinary for TikTok, but the severe sample imbalance makes it a hypothesis, not a planning constant. The reach result has the opposite problem: its large sample and cheap CPM can still hide weak attention or poor audience fit. A fair test keeps the objective, audience intent, offer, creative standard, measurement window, and downstream definition as close as practical. TikTok now supports audience discovery, paid distribution, search, creator content, and in-app commerce. That range is strategically interesting because one creative idea can travel across several surfaces. It is analytically dangerous because each surface produces a different success metric. Search volume cannot validate Shop profitability. A Shop sale cannot validate brand lift. An engagement rate cannot validate an incremental customer.

Search and Shop need their own instrumentation. For search, track the query or topic that brought a viewer in, whether the result answered that intent, and which qualified action followed. An increase in total searches may expand the opportunity without improving your visibility for a relevant query.
